TRAFFIC REGULATIONS ‑ BICYCLES, MOTORCYCLES, MOTOR SCOOTERS

 

a. Bicycles

 

(1) Privately owned bicycles are permitted aboard the Center.

 

(2) Government owned bicycles shall have an identification plate attached in a horizontal reading position to the upper frame support between the wheels and which, in not less than I inch lettering, indicates the responsible command or activity.

 

(3) All bicycles shall:

 

(a) Be equipped with a brake and will enable the operator to make one braked wheel skid on dry, level, clean pavement.

 

(b) Be operated as near the right side of the roadway as practicable, exercising due care when passing a standing vehicle or one proceeding in the same direction.

 

(c)               Never be attached to any other moving object as an aid to propulsion.

 

(d)               Be ridden by no more than one person astride a permanent and regular seat attached thereto.

 

(e) Not be altered in any manner to raise the handle bars whereby the hands would be above shoulder height.

 

(f) Be operated by the rider with both hands on the handle bars at all times except when giving required hand signals.

 

(g)               If operated during any period of darkness, be equipped with a lamp emitting a white light visible from a distance of 300 feet in front of the bicycle and with a red reflector on the rear of a type approved by the California Department of Motor Vehicles which shall be visible from a distance of 300 feet to the rear when directly in front of lawful upper beams of headlamps on a motor vehicle. A lamp emitting a red light visible from 300 feet to the rear may be used in addition to the red reflector and will also have side reflectors on each wheel that reflect up to 300 feet both ways.

 

(h) When turning, slowing down, or stopping, operators shall give the same hand signals as prescribed for motor vehicle operators.

 

(i) Not be operated on sidewalks or other areas designated solely for pedestrian traffic.

 

(j)               Be ridden with extreme caution.

 

(k) Be granted all the rights and shall be subject to all the rules applicable to the driver of a motor vehicle, except those rules which by their very nature cannot have application.

b.                                                              Motorcycles

 

(1)           Privately owned motorcycles must be registered with the Security Division of other Eleventh Naval District activity.

 

(2)           Motorcycle safety crash helmets that comply with the specifications set forth by SNELL MEMORIAL FOUNDATION or AMERICAN NATIONAL STANDARDS INSTITUTE (ANSI) standard Z90.1 shall be worn by all motorcycle operators and their passengers while on board the Center. Face shields that completely cover the face or goggles that comply with the specifications set forth by the AMERICAN NATIONAL STANDARDS INSTITUTE (ANSI) Z2.1 and are of a clear or lightly tinted type will be worn by all motorcycle operators and their passengers while operating a motorcycle on board the Center. Windshields that comply with the specifications set forth by the ANSIZ26.1 and stamped with an AS‑6 stamp are acceptable as adequate eye protection if of sufficient height to protect the eyes and face. (The AS‑6 stamp is located in the lower left or right hand corner of the windshield).
