TRAFFIC REGULATIONS ‑ MOTOR VEHICLES
a. Privately Owned Motor Vehicles Permission to Operate
(1) No person will operate a privately owned motor vehicle unless he has in his possession a valid state or territory operator's license. Probational Licenses (learner's permits) are not valid aboard the Center.
‑(2) The following extracts from THE CALIFORNIA MOTOR VEHICLE CODE are included to amplify the position of the State of California in regard to operator's licensing:
(a) A ''Nonresident'' for the purpose of this discussion is deemed to be any serviceman who is in California solely as a result of military orders.
(b) Any nonresident over the age of 18 years having a valid driver's license from another state may operate a motor vehicle in the State of California without obtaining a California driver's license, except that a nonresident may not operate a motor vehicle in the State of California for more than 10 days from the date he establishes residence in California or from the date he accepts employment in California.
(c) Any nonresident under the age of 18 years may operate a motor vehicle in California without obtaining a driver's license, for a period of 60 days immediately following the entry of the nonresident into the State of California.
.1. Any nonresident under the age of 18 years may continue to operate a motor vehicle in California after 60 days from his entry into California provided he has a valid driver's license issued by his resident state in his possession and he has been issued a nonresident minor's certificate by the Department of Motor Vehicles, State of California.
(d) A California driver's license held by any person in the U.S. Armed Forces will continue in full force and effect so long as the service continues and the person remains absent from this state. Further, the license remains valid up to 30 days following the date which he is honorably separated from such service or returns to this state, unless the license is sooner suspended, canceled or revoked.
(3) Rules governing subject matter herein are in strict compliance with the regulations set forth and promulgated by the California Vehicle Code.
(4) No person will drive a motor vehicle owned by another person without the written permission of the owner.
(a) The registered owner of a vehicle will be held responsible for any traffic violation unless the driver committing the offense is positively identified.
(b) No person will operate or use a government vehicle except for the performance of official duties as prescribed by Public Law 600, and other valid directives pertaining thereto. Drivers of station vehicles and other designated vehicles, must possess a one trip pass or dispatch slip, signed by an officer or other official in order to drive the vehicle off the Center. Operators of government vehicles without windshields are required to wear eye protection. Operators of government vehicles will use safety belts when vehicle is in motion, if available.
(5) Obscene, profane, indelicate insignias or pictures are prohibited on any portion of any motor vehicle aboard the Center,
b. Traffic Control‑.
(1) The Director of Security is the only person authorized by the Commanding Officer, NAVADCOM, to post any person for the purpose of point traffic control except in cases of emergency as hereinafter listed, with the exception of traffic control posted as required by the Recruit Training Command. Further, he is the only person authorized to cause to be installed, relocated, or removed, any sign, pavement marking or other device used in traffic control except in the case of emergency.
(2) The driver of all vehicles will yield the right‑of‑way to pedestrians crossing a roadway within a marked cross‑walk or within any unmarked crossing at intersections.
(3) Overtaking and passing another motor vehicle in forward motion on a roadway on the Center is prohibited.
(4) Before passing a troop formation, permission to pass shall be obtained from the person in charge by a short sounding of the horn. Permission to pass in no way alleviates the driver's responsibility to follow safe driving practices. Use extreme caution while passing troop formations.
c. Speed Limits.
(1) No person may operate a motor vehicle or other conveyance in excess of the posted speed limit or in excess of 20 miles per hour in areas where no speed limit is posted subject to the limitations below: (a) Emergency vehicles responding to an emergency call are excepted.
(b) No person may operate any motor vehicle or other conveyance in any parking areas of Camp NimTtz in excess of 10 miles per hour. Emergency vehicles responding to an emergency call are excepted.
(c) No person may operate any motor vehicle or other conveyance, including emergency vehicles, at a speed or in a manner which endangers or is likely to endanger persons or property having due regard for traffic, weather hazards and road conditions.
(d) The speed limit on Nimitz Bridge is 5 miles per hour. No passing is allowed on the bridge.
d. Transporting Personnel
(1) No person will be permitted to ride with arms or legs extended outside of any motor vehicle or mobile equipment; to ride on runningboards or to be seated on fenders, the top of the car or body of vehicle with any load, except when the vehicle is designed and has provisions for such purpose or the load is safely secured to prevent shifting.
(2) No vehicle will transport personnel unless all passengers are seated on the bed or seats which are secured and the rear end gate or guard device properly secured. Such trucks or vehicles will not be moved until the operator has assured himself that all persons are seated and that the required guard device and end gates are secured. Passengers will not be permitted in the bed of a dump truck.
(3) Vehicles carrying cargo will not normally be used to transport personnel.
(4) No person shall drive a vehicle when it is so loaded, or when there are in the front seat such number of persons, as to obstruct the view of the driver to the front or sides of the vehicle or as to interfere with the driver's control over the driving mechanism of the vehicle. There shall never be more than two passengers in addition to the driver in the front seat of passenger cars, and only one passenger in cabs of cargo carrying vehicles, unless specifically designed to safely accommodate more.
e. Transporting Cargo. The operator is responsible for the safe loading of his vehicle and will not move his vehicle until cargo is properly secured and/or loaded.
f. Pushing another Vehicle Prohibited. No vehicle will be used to push another vehicle except those vehicles equipped with bumpers designed for such purpose. g. Towing. All towed objects will have an additional connection (safety chain/device) to the towing vehicle sufficient to hold the vehicle being towed in the event the draw band or other regular connection should break or become disconnected. Scooters, bicycles, or motorcycles will not be towed on the Center. Government vehicles may be towed only by other government vehicles. Private vehicles shall not be towed by government vehicles except for impoundment, or removal if it is hazardous to traffic. The tow bar or line in either case will not be longer than fifteen feet.
h. Ignition Keys. Ignition keys shall not be left in unattended vehicles.
i. General Parking
(1) Parking areas on the Center are designated as follows:
(a) Red ‑ No parking.
(b) Yellow Vehicle Loading Zone.
(c) Green Maximum I hour (More or less; will be so marked).
(d) White Open parking.
(e) Blue Reserved parking for individuals as indicated.
(f) Striped (White and/or Yellow) ‑ No parking.
(2) No privately owned motor vehicles shall be parked at any time in any space marked "Government Vehicles Only.''
(3) No privately owned or government owned vehicle shall be parked at any time in a space marked ''Reserved" unless the vehicle operator is, or has permission to do so from the person for whom the space is reserved.
(4) Motor vehicles shall be parked between the painted parallel lines designating the parking space.
(5) Backing into diagonal parking spaces is prohibited. (Head on parking only).
(6) Parking in the Admiral Kidd Club parking lot is for AKC patrons only. No overnight parking is permitted.
(7) Vehicles will not be parked continuously on the Center for a period extending over three working days. Violators shall be cited. Vehicles parked in excess of five working days will be towed away at owner's expense. Prior to towing, a reasonable effort will be made to contact the owner. In observance of the Recruit Training Command Reviews, there will be no parking on Preble Field on Fridays from 1300 to completion of review. Failure to remove vehicles by 1300 will result in towing at owner's expense. Personnel in a leave status or those with personal emergencies may obtain permission from the Security Officer to park their vehicle in a specified area in excess of five working days. Vehicles will be towed from the Center only when authorized by the Naval Administrative Command Commanding Officer, Executive Officer or Security Officer.
(8) Prior to leaving the parked vehicle, the operator is responsible for the following:
(a) Stopping the motor and removing the ignition key.
(b) Setting the parking brake.
(c) Parking the vehicle properly in the parking stall.
(d) Locking the vehicle.
(9) In order to achieve better utilization of parking facilities motorcycle operators are encouraged to park in a manner that will permit occupancy of that space by more than one motorcycle.
(10) Motor vehicles will not be parked at any time:
(a) Alongside or adjacent to any curb painted RED.
(b) Within fifteen feet of any fire hydrant, fire hose outlet, driveway or intersection.
(c) Within twenty‑five feet of any building, unless a parking space is provided.
(d) Within five feet of any truck‑handled trash container dumpster.
(e) in any space in which parking is temporarily or permanently prohibited by signs.
(f) In any place or position which will obstruct or impede the normal flow of vehicular or pedestrian traffic.
(g) In any crosswalk.
(h) Closer than five feet to any operable crane.
(i) On or over any manholes.
(j) In any fire lane.
(k) In any striped area.
Limited Parking. A reasonable number of parking spaces near buildings or facilities, such as the Navy Exchange, Commissary, Banks, and chapels may be painted green limiting the amount of time a vehicle is authorized to park in the area. A small number of spaces at each command may be painted green, thereby limiting these spaces to visitors on short errands. Requests for limited parking areas/spaces will be made to Commander Naval Training Center (Code 03) via Commanding Officer, Naval Administrative Command (Code 1330). j. Searches. All private and commercial vehicular conveyances and hand carried baggage, parcels, lunch pails, and similar bulk items of. individuals entering or departing this Center are subject to search by assigned Security personnel. Searches are conducted to prevent the introduction of materials which may be detrimental to the security of the Center and to deter the unauthorized removal of government property.
k. Drug Countermeasures. Any person subject to this instruction who is apprehended and convicted for possession or use of drugs or marijuana in or out of a vehicle on the Center may be suspended from driving any vehicle on any military installation for a period of six months.
1. Impoundment
(1) A motor vehicle used in the commission of a criminal offense may be impounded by Security personnel on board the Center until its evidential value is determined and then returned to the owner or his representative; it may be further impounded off station in a commercial garage at the owner's expense.
(2) Motor vehicles parked in violation of the parking regulations may be impounded off station in a commercial garage at the owner's expense.
(3) Impounding procedures for the Center shall be as follows:
(a) Commercial towing companies prior to accepting privately owned motor vehicles for off station impoundment must agree to notify the Security Officer if the impounded vehicle is not claimed within ten calendar days after impoundment.
(b) The Security Officer, upon receipt of such notification shall at once exert every effort to notify the registered owner of the impounded vehicle of the action taken and the location of the vehicle. In addition, similar information shall be furnished the California Highway Patrol. In the event the vehicle is registered in a jurisdiction other than the State of California, the Highway Patrol Agency of that jurisdiction shall be notified also.
M. Miscellaneous
(1) Sleeping in any motor vehicle is prohibited.
(2) Loitering or changing clothes in any parking area in or out of a motor vehicle is prohibited.
(3) Repairing privately owned vehicles, except in case of emergency, may be done only in the Auto Hobby Shop Garage.
(4) Privately owned vehicles may be washed only in designated areas.
(5) No vehicle will be driven over a fire hose unless a ramp is provided.
(6) motor homes, trailers, vans, etc. shall not be utilized as temporary or permanent living quarters while on the Center. |
