TRAFFIC REGULATIONS ‑ MOTOR VEHICLE REGISTRATION

 

a. Privately owned and commercially operated, including leased, rented or borrowed motor vehicles operated on the Center must be registered with the Maintenance and Security Department or with any other Department of the Navy activity.

 

b. All registered vehicles shall be identified by either a permanent vehicle decal (displayed on the left side of the front bumper) or a temporary vehicle decal (displayed on the left rear passenger window).

 

(1)           Registration decals issued to active duty military personnel will remain current for the duration of their tour of duty, or for the duration of their current enlistment, whichever is earlier, plus ninety days. Personnel will normally register privately owned vehicles within ninety days after arrival at a new permanent duty station. Registration decals issued to retirees and civilian appropriated fund employees will be effective for a period of three years. Authorization for all other persons will be effective, if needed, for a period of one year. Decals issued to personnel having rental or loan agreement cars shall be for the rental/loan agreement period, but in no case shall the period exceed twelve consecutive months.

 

(2)           Registration may be either permanent or temporary as follows:

 

(a) Permanent. Issued at the Vehicle Registration Office, Building 186, 0800‑

1545 hours Monday through Friday, except holidays and when inclement weather

prevents proper adhesion. Permanent decals are issued for any period in excess

of thirty days.

 

(b) Temporary. Not in excess of thirty days. A buff colored card issued at Building 1 6 and affixed to the left rear window of the vehicle.

 

(c) Overnight, 24‑hour Pass or Visitor Pass. A light blue card issued at Gate One and displayed on vehicle windshield.

 

(3) Registration and operation of privately owned and commercial motor vehicles on board is a privilege that may be denied or revoked for good cause by administrative action. (see Section 6 ‑ Enforcement).

 

(4) Whenever any change in the status of vehicle or owner occurs which alters the information on the vehicle registration form, the Vehicle Registration Office (Bldg. 186) must be notified immediately. Change of insurance company constitutes a change of status.

(5) Whenever a vehicle that has been issued a bumper decal or temporary decal is sold, traded, totally wrecked or otherwise leaves the permanent possession of the registrant, the decal or temporary decal must be entirely removed from the vehicle and returned to the Decal Office. Care should be taken with decals so that the serial number is identifiable. Vehicle Registration Office personnel will assist when requested. A new registration may not be made until clearance is received for the previous one(s).

 

c. Decals. Appropriate Naval Training Center decals shall be evidenced by a color‑number coded decal on the front bumper on the driver's side of an automobile or truck or on the leading surface of the frame or left fork of a motorcycle. Decals will not be mounted on detachable plates. Vehicles not designed to permit this decal placement or whose owners will not permit this placement, will not be registered and the automobile or motorcycle will be denied access to the Naval Training Center.

 

(1)                                                    Significance of Colors:

 

(a) Blue ‑ Active duty and retired commissioned and warrant officers, their widows, and drilling officers of the Ready Reserve. With each decal issued to the officers of the grade of 06 and above, the appropriate grade insignia sticker will be affixed thereto.

 

(b)               Red ‑ Active duty and retired enlisted, their widows, and drilling enlisted members of the Ready Reserve. With each decal issued to Chief Petty Officers, the appropriate grade insignia sticker will be affixed thereto.

 

(c) Green ‑ Civilian employees whose official duties create a need, as determined by the Commanding Officer, for their vehicle to be driven on installations other than the activity of issue.

 

(d)               Black ‑ All other civilian employees, and individual corporate members of the public (includes contractors and vendors), whose vehicles are authorized on the Naval Training Center, or for special purposes which the Commanding Officer may determine. All commercially owned and operated motor vehicles authorized to operate within the Naval Base San Diego complex shall, if already possessing a black sticker, have affixed a white background, black letter ancillary sticker (1 x 3) showing the name of the additional activity(s) on which authorization to operate has been granted. Such stickers, and no others, shall be honored by all other installations of the Department of the Navy within the Naval Base San Diego complex. It shall be the responsibility of each company or its authorized representative to annually justify in writing to the Director of Maintenance and Security a need to operate periodically within the jurisdictional limits of the activity. Such company or representative shall also fully meet the requirements for issuance of stickers as established by the issuing activity.

 

(e) Temporary decals up to thirty days are issued to personnel attached to the Naval Training Center for other than a normal tour of duty.

(2) Decals will be removed from bumpers for the following reasons:

 

(a)               Expiration of public liability and property damage insurance.

 

(b)               Separation or transfer of service member. NTC registration may be continued in those instances where the service member is transferred to an overseas area and the spouse or other dependent continued to reside in the geographic area contiguous to the Naval Training Center.

 

(c)               Expiration of valid driver's license.

 

(d)               Accumulation of excessive points for traffic violations.

 

(e)               Unsafe vehicle.

 

(f)               Vehicle used in the commission of a crime.

 

(g) At the discretion of the Security Officer for a traffic violation.

 

d. Registration Prerequisite Requirements. At the time of registration the following must be presented.

 

(1) Evidence of ownership, written lease, rental or loan agreements must be presented, as applicable.

 

(2) Current state registration certificate.

 

(3) Certify to the possession of the following: public liability and property damage insurance in the amount of at least $15,000.00, $30,000‑00, $5,000‑00 (15/30/5) or assets for which a surety bond in the amount of $35,000.00 can be obtained.

 

(4) Motor vehicle safety inspection. (Performed by Vehicle Registration Office, Building 186.)

 

(5) California Motor Vehicle Code, Art. 12804,(B)(4) requires that persons operating motorcycles take an examination and have their license so stamped as qualified to operate Class 4 vehicles. Personnel applying for a motorcycle base decal will be required to produce a valid stamped license and successfully complete the Motorcycle Defense Driving Course prior to being issued a decal unless operators possess a valid California Motorcycle License.

 

(6) Privately owned bicycles operated on the Center must be registered in the State of California. Bicycles may be registered at any city fire station. MoPeds, bicycles equipped with motors, shall be treated as bicycles if movement aboard the Center is by pedaling only. Use of motors require them to be treated as motorcycles, including the wearing of safety clothing.

 

(7) Every effort will be made to avoid having registrations for military personnel expire while they are absent for extended periods. Should this occur, the wife, husband, a parent, an adult dependent, or an

appropriate officer of the command to which the principal is attached, may be authorized to act for the principal in registration and re‑registration matters.

 

e. Permanent Registration. Permanent registration is limited to motor vehicles of the following categories of personnel:

 

(1) Active military personnel attached to the Center, tenant commands or activities.

 

(2)           Retired military personnel having a necessity to visit regularly and frequently the Naval Training Center.

 

(3)                             Civilian personnel employed aboard the Center.

 

(4) Disabled American Veterans, their widows and/or agents for handicapped retirees, DAV's, and/or their widows.

 

f. Temporary Registration. Temporary decals may be issued to military and civilian employees of the U.S. Government and representatives of civilian concerns temporarily attached to or providing services to the Naval Training Center as follows:

 

(1)                  Up to 30 days issued to personnel requiring access to the

 

Center for a           period in excess of one day, but not to exceed 30 days.

Registration       requirements specified in paragraph d above, must be met to

receive this                                                             pass.

 

(2) Twenty‑four hours maximum (vehicular overnight pass). Issued as follows:

 

(a) To newly assigned military personnel on presentation of official orders to report aboard the Center.

 

(b) To military or civilian personnel in an authorized category driving an automobile to temporarily replace a registered vehicle. (Written lease, rental or loan agreement and state registration certificate must be presented).

 

(c) To authorized patrons of the Special Services Automotive Hobby Shop whose vehicles are otherwise eligible for permanent registration but are unable to comply with the safety requirements.

 

1. Applications will be made at the Vehicle Registration and ID Pass Branch, Building 186, or Gate 1. Applicant must have written memorandum from the Hobby Shop indicating that space is available in the Hobby Shop area.

2.                  When all of the requirements are satisfied, a temporary vehicle decal wilI be issued.

 

3. Vehicles left at the Hobby Shop beyond their authorized period or found elsewhere on board the Center will be impounded off station in a civilian garage at the owner's expense.

 

g.                         Driving Restrictions, Privately Owned Motor Vehicles

 

(1) Trailers towed by privately owned vehicles and those provided by NAVADCOM Special Services are permitted on board.
