19.             SPECIAL REQUESTS. Staff and student personnel having a special

request to make shall complete Special Request Form in detail and submit

it for approval as indicated in SERVSCOLCOMINST 1330.1 series.

a. Communications with the Commanding Officer. The right of any person in the Naval Service to communicate with the Commanding Officer at a proper time is not to be denied or restricted. Request for interview with the Commanding Officer or the Executive Officer shall be submitted through the chain of command by use of a request chit and accompanied by a Privacy Act Statement. All such requests will be carefully screened in the chain of command to ensure that the matter concerned cannot be adequately disposed of at a lower level.
