17. General Instructions to Duty Section/Watchstanding. a. Duty Day. The duty day is normally from 0745 of the day of duty until 0745 ‑the following day. b. Duty Status. During regular working hours, duty personnel shall perform their regular duties within the command. Duty personnel shall not leave the Center during their duty day except as may be required in the performance of their duties or as specifically authorized by proper authority. c. Duty Station. A duty station shall be designated for each watchstander where he/she shall be available during his/her watch, except when required to be absent by the nature of his/her duties or when specifically authorized. Such authorization shall normally be for emergency reasons only and shall be granted by the command Duty Officer. The watch bill, listing the duty stations of those staff and student personnel assigned by the Command Watch Coordinator will be posted in Building #209 two working days prior to that section's day of duty. Personnel so assigned will read and initial the watch bill one working day prior to their day of duty. d. Women attached to Service School Command are assigned a duty section by the Naval Administration Command. Their watches and duties are performed in the BEQ 525 complex. In addition, a minimum of three (3) women are assigned to the Security Augmentation Force each day. e. Duty Section Berthing. Duty section berthing will be provided for all personnel residing ashore, except as provided separately for CDO's, OOD's, JOOD's and Roving Patrol. DDO's and BOOD's will berth in BEQs where assigned for duty. f. Alcoholic Beverages. Duty section personnel are forbidden to partake of alcoholic beverages during their duty day or at such time prior to their duty day that it would affect their proper standing of duty. g. Arming of Duty Section. Duty personnel shall not be armed except when specifically ordered by the Commanding Officer. h. Meal Relief for Watchstanders will be provided as required by Department Directors or the CDO/OOD. BOOD's and Assistant BOOD's will stagger their meal hours so that both are not absent from the BEQ at the same time. 18. DUTIES AND RESPONSIBILITIES SERVICE SCHOOL COMMAND, FIRE AND SECURITY WATCH STATUS STUDENT RATE: NON‑RATED
LOCATION: Barracks Total 90, 91 ‑ one per deck in A/B wing; one in C wing 8 per BEQ 490, 500 series BEQs ‑ one per 2nd 3rd Deck; one on Ist Deck 2 per BEQ 27, 28 & old H type ‑ one per wing 2 per BEQ John Paul Jones BEQs ‑ one per BEQ REPORTS TO: BEQ ODD FUNCTION: The Fire and Security watch is responsible for fire prevention, security, and good order and discipline in his assigned areas, to include immediately adjacent external ground areas. DUTIES: a. Muster with the BEQ DOD in assigned BEQ at 1615 on weekdays and 0815 on weekends and holidays. b. While on watch, will be in a clean and proper uniform of the day, with white helmet, duty belt, and a flashlight (during the hours of darkness). c. Obey and enforce the following general orders: (1) To take charge of this post and all government property in view. (2) To walk my post in a military manner, keeping always on the alert, and observing everything that takes place within sight or hearing. (3) To quit my post only when properly relieved. (4) To receive, obey and pass on to the watch who relieves me all orders from the CDO, COD, CPO Roving Patrol or BEQ COD. (5)To talk to no one except in the line of duty. (6) To give the alarm in case of fire or disorder and clear the BEQ of all personnel. (7) To know the location of all firefighting equipment in the BEQ, the nearest fire alarm box, and the phone number of the fire department, ext. 3333. (8) To consult the BEQ OOD in any case not covered by these general orders. d. Make all wake‑up calls of personnel identified on his call sheet and ensure that each person is awakened and initials the call sheet adjacent to his name. Make a suitable log entry if unable to obtain initials of any individual. e. Enforce quiet hours within the BEQ from 2200 to 0530. f. Report skylarking, horse‑play, or disorderly conduct to the BEQ OOD. g. Tour all spaces assigned continuously and report any suspicious persons or unusual conditions in person to the BEQ OOD. The watch on the first deck of each BEQ will additionally make a complete tour of all immediately adjacent external spaces and report any unusual condition in person to the BEQ OOD. h. Report any injuries to personnel to the BEQ OOD immediately. i. Obtain the names, if possible, of all personnel violating orders and regulations and report them to the BEQ OOD immediately. j. Insure that the lower windows in open bay BEQ's are closed at all times. k. Secure all unnecessary common area lights. 1. Maintain a log of all significant events taking place during the watch period. Keep this log in an official and orderly manner. m. Answer all phone calls by stating the BEQ number, your name, rate, and title of your watch. n. Perform any other duties as may be directed by the BEQ OOD. ABSENCE FROM DUTY DUE To ILLNESS. The Medical Department is the only activity authorized to excuse personnel_from duty due to illness. The procedure to be followed by personnel who consider themselves too Ill to return to the Center is as follows:
a. Notification will be made to the Duty Medical Officer, who will notify the cognizant supervisor as to the patient's status should the Medical Officer recommend at home bedside rest. Personnel shall not leave the Center or be excused from duty because of illness without first being referred to the Medical Department. Personnel placed in "at home" or "excused to barracks" status shall return to Sick Call the following day. in no case will the "at home'' or "excused to barracks'' status be continued for a period in excess of 24 hours.
EXCHANGE OF DUTY. Personnel may request an exchange of duty provide they have ‑abonafide reason and are able to provide a bonafide standby from the liberty section. Such requests will be submitted to the Division Officer during working hours and the Command Duty Officer after working hours. These request MUST receive formal approval before liberty may be granted. |
